Wifi on Buses and Kid’s Mental Health: I wrote an article last week about Senator Cruz’s objection to the FCC funding Wi-fi on school buses, (I was mostly addressing eyesight, Senator Cruz addressed bullying and unsupervised social media access.) The press release from Senator Cruz mentioned the Texas-based non-profit organization David’s Legacy Foundation. I knew there was going to be a heart-breaking story behind the work. “David Bartlett Molak, age 16, passed away on Monday, January 4, 2016, in his hometown of San Antonio, Texas. David had recently achieved the prestigious rank of Eagle Scout with Troop 809.” “Within a couple of days of losing David, his loving brothers wrote a Facebook post sharing their feelings about David’s untimely death and calling on others in the community to join together to stop bullying. They commented that the only way to end the suffering in this nation, whether it is caused by bullying or discrimination, is not to highlight the differences between groups of people but to focus on the importance of the accountability and ultimately the character of people. The post rapidly spread across the country, and it became their dream that David’s legacy would help heal this country.” “[] we are challenging parents and schools to take an active role in supervising and monitoring children for signs of involvement as an aggressor, victim or bystander of cyberbullying.”
My dive into the Molaks brought me to the youtube platform Scrolling to Death. When the Cyber Mob Attacks (with Maurine Molak: Parent survivor Maurine Molak shares the story of her son David, who experienced relentless cyberbullying which led to his tragic suicide. The cyberbullying occurred mainly on Instagram and gaming chats and went unreported by both David and hundreds of observers.

A Swiss has checked "unexplained" accidents against radiation levels (TRANSLATED Einar) A Swiss engineer, Hansueli Stettler, surveys traffic accidents and contacted me last summer. He is looking for causes of the accidents and wanted to tell me what he found: His findings may indicate that many accidents can be linked to cell phone masts and other transmitters: It appears that the radiation can "put out" people at crucial moments – in the middle of traffic, whether they are in a car or on a bicycle. Hansueli Stettler simply deals with police reports of accidents. Then he makes maps describing the situation and checks the accident site against masts and radiation levels at the site. He even makes assessments about whether it could be a case of suicide, whether the time of day is typical for people who take their own lives, and about the weather, the road and the traffic situation. AUTOMOBILES: Combining radio and visual tracking of road vehicles In the latest escalation of surveillance of travelers, data from automated license plate readers (APLRs) is being merged with data from devices that record the unique identifiers of passing WiFi, Bluetooth, and Bluetooth Low Energy (BLE) devices, including always-on devices intended for in-vehicle communications, entertainment, and network access. Most new cars, SUVs, and light trucks have built-in WiFi access points and Bluetooth and/or BLE connectivity. Each of these wireless access points transmits a unique identifier — usually fixed or not readily changeable by the vehicle owner or operator — to enable devices in the vehicle — cellphones, wireless earbuds, etc. — to establish and maintain connections. BROADBAND: As ACP Funding Dwindles, What is the Future of Broadband Affordability? Without congressional action, funding for the Federal Communications Commission's Affordable Connectivity Program (ACP) will expire at the end of May 2024. With this in mind, the Senate Commerce Subcommittee on Communications, Media and Broadband convened a May 2 hearing on 'The Future of Broadband Affordability' to discuss congressional funding of U.S. broadband programs and the potential impact of the end of the ACP with expert researchers, educators, and policy advocates in the field. During the hearing, senators considered the current state of broadband affordability and what lies ahead for broadband equity, access and deployment in the U.S. "Fifty-three percent of rural survey respondents and 47 percent of all respondents reported having either zero internet connectivity or relying solely on mobile internet service prior to receiving their ACP benefit," said Levin, citing research done by the FCC. CHILDREN PHONES: Smartphone Bans, Student Outcomes and Mental Health Abrahamsson, Sara, 2024. "Smartphone Bans, Student Outcomes and Mental Health," Discussion Paper Series in Economics 1/2024, Norwegian School of Economics, Department of Economics. Abstract How smartphone usage affects well-being and learning among children and adolescents is a concern for schools, parents, and policymakers. Combining detailed administrative data with survey data on middle schools’ smartphone policies, together with an event-study design, I show that banning smartphones significantly decreases the health care take-up for psychological symptoms and diseases among girls. Post-ban bullying among both genders decreases. Additionally, girls’ GPA improves, and their likelihood of attending an academic high school track increases. These effects are larger for girls from low socio-economic backgrounds. CHILDREN CELLHONES OHIO: Will DeWine Listen to Administrators, Science? On March 13, Governor Mike DeWine joined a roundtable discussion with Ohio school superintendents, schoolboard members, and teachers to discuss the hot button topic of adolescent Smart phone usage on campus and the positive effects of efforts already implemented to ban or limit the technology during the school day. While the governor acknowledged the consensus that Smart phones at school are causing a plethora of problems, he fell short of committing to a statewide bill addressing the issue. However, at his recent State of the State address, DeWine changed his tune. At his recent State of the State address, however, DeWine pivoted on the issue and specifically backed a newly proposed law – HB 485, sponsored by reps. Tom Young and Phil Plummer – that aims to limit students’ Smart phone use to educational and emergency purposes only. It is widely known that RF is exponentially more harmful to the developing brains of children and teens, primarily because of their thinner skulls. And yet, the FCC – and the International Commission on Non-Ionizing Radiation Protection (ICNIRP) in Europe – have not only held firm to their decades-old guidelines, but they have doubled down on the overall fraudulent notion that EMFs are only harmful if they heat the skin (thermal). This baseless notion has allowed such bills as the Secure 5G and Beyond Act of 2020 to be passed with little to no scrutiny in Congress. Bills such as these – like the pending HR 3557 – have greatly limited local control over the buildout of cell phone towers, including “small cell” antennas near and on top of schools and hospitals; buildings containing the most vulnerable members of our society. In a report that aired earlier this week on NBC's "Today" show, Apple acknowledged that it was aware of the issue and was working on a solution. (Apple didn't respond immediately to a request for comment.) Still, I prefer a clock to a phone. And lo and behold, plenty of folks - and sleep experts - agree with me, and point to sound reasons for their choice of wake-up device. Chief among them: Having your iPhone as your alarm means having the device by your bedside. EHT Finds the FCC Concealed Laboratory Tests That Found Excessive Radiation EHT's latest Freedom of Information requests have revealed that the Federal Communications Commission (FCC) hid test results showing that radiation levels in smartphones tested in the FCC's own laboratories exceeded federal radiation limits when tested in positions close to the body, like in a pants pocket! Apple, Samsung, Blu and Motorola models were tested in 2019 at a separation distance of 2mm from the body, but not made public until EHTs 2023 request. Just like the PhoneGate scandal, most phones emitted RF levels that exceeded radiation limits when tested in positions close to the body! The FCC labeled the 2mm cell phone radiation findings as “CONFIDENTIAL”! Theodora Scarato of Environmental Health Trust filed an appeal to get additional records stating, "It is outrageous that the U.S. allows phones to be tested with whatever separation distance the companies want. Children and adults use and carry phones pressed to their bodies for hours every day. We need a strong oversight and compliance program, including post-market RF emission and health effect surveillance. FCC: Unpacking the Net Neutrality Order A large part of the Order reinstates nearly the same Title II rules back that were vacated by the Ajit Pai FCC that killed Title II authority. For those of you who need a new acronym, the Order refers to broadband as BIAS (broadband Internet Access Service). ISPs are now BIAS providers, an unfortunate acronym. The Order reinstated Title II authority over BIAS services – meaning broadband is considered to be a telecommunications service, not an information service. The FCC granted itself new and expanded authority to defend national security. It notes that it has taken actions related to national security in recent years that would have been stronger if based on the new authority described in this Order. The FCC also described its role in addressing cybersecurity issues. The FCC thinks the Order gives it the authority to develop rules that apply to ISPs that serve multi-dwelling units – a topic being explored in a different FCC proceeding. The FCC thinks the order gives it the authority to require ISPs to provide better access for people with disabilities. And: A Troubling Decision on Rates The 2nd U.S. Circuit Court of Appeals in Manhattan ruled recently that federal telecommunications law does not stop states from regulating broadband rates. This was in relation to a 2018 law passed by the State of New York that required ISPs to offer low-income rate plans for as low as $15 per month. I’ve written many times about the negative impact of forcing low rates onto ISPs. ISPs with a lot of low-income customers could quickly find their revenues streams decimated. This court ruling comes at an interesting time. The FCC just passed new rules that put Title II regulation and net neutrality back into play. One of the interesting provisions of the new rules is that the FCC purposefully decided to forebear the right to regulate broadband rates, meaning the FCC didn’t invoke the portions of Title II regulations that give the agency the ability to regulate rates.
The Court’s ruling was made under the assumption that ISPs are regulated under Title I rules – which are the rules that have been in place since the Ajit Pai FCC killed net neutrality. But suddenly, we are back in a Title II regulatory environment. The Court ruled that the FCC has no power to preempt State regulation under Title I rules, but that the FCC would have that right under Title II regulation. This means the Court believes the FCC could now preempt the State law since the agency just reinstated Title II regulations.[] The Court ruling also creates a dilemma at the FCC. Even if the FCC has the right to tell New York that it can’t regulate rates – will it do so? The FCC recently made it clear that it did not want to try to absorb the dying ACP plan into the Universal Service Fund. But that doesn’t mean that the FCC will willingly play the bad guy and tell States they can’t tackle some state version of ACP relief. It is nearly impossible to predict how the FCC will react. The FCC will not like the precedent of states telling the ISPs they must cut rates. Which will the FCC dislike more – telling states they can’t cut rates or letting states exercise rate regulation? Every ISP ought to be concerned about this ruling. However, there is no way to guess how the big ISPs and the FCC will react to the Court order. HEALTH LIGHT RESEARCH: Regional response to light illuminance across the human hypothalamus We find that, during both the executive and emotional tasks, higher illuminance triggered an activity increase over the posterior part of the hypothalamus, which includes part of the tuberomamillary nucleus and the posterior part of the lateral hypothalamus. In contrast, increasing illuminance evoked a decrease in activity over the anterior and ventral parts of the hypothalamus, encompassing notably the suprachiasmatic nucleus and another part of the tuberomammillary nucleus. Critically, performance of the executive task was improved under higher illuminance and was negatively correlated with the activity of the posterior hypothalamus area. These findings reveal the distinct local dynamics of different hypothalamus regions that underlie the impact of light on cognition. They may suggest that light acts on the orexin and histamine system to affect the quality of wakefulness.
